When the polar vortex surges south, schools frequently declare "cold days." While there is no active snowfall or ice, the temperature drop makes outdoor exposure hazardous. But at what exact temperature is it considered too cold for classes?

Wind Chill and Frostbite Limits

The primary concern for school boards during extreme cold is the time it takes for frostbite to occur on exposed skin. According to the National Weather Service, frostbite can develop on exposed skin in less than 30 minutes at a wind chill value of -19°F. If wind chills drop below -25°F, that window shrinks to under 15 minutes.

Since many students wait at school bus stops for 10 to 20 minutes, or walk to school, exposure to these extreme wind chills poses severe frostbite risks. Northern states typically close schools when wind chills reach -20°F to -30°F, while southern states might close at much higher thresholds (such as 10°F) due to a lack of cold-weather winter clothing among the student population.

Mechanical Failures

Beyond human exposure, extreme cold causes severe mechanical strain on school operations:

  • Diesel Gelling: Standard school bus diesel fuel begins to gel and clog fuel filters at temperatures below 15°F unless special additives are mixed in.
  • Heating Systems: Older school facilities struggle to maintain indoor temperatures above 60°F when outdoor readings are sub-zero, creating unsafe learning environments.
  • Water Pipe Bursts: Sub-zero air can freeze and burst fire-sprinkler lines and sanitation pipes, flooding school hallways and forcing immediate shutdowns.
